Hi i was the winning bidder in a recent ebay auction, with auction snippers help. The seller then said she wanted to cancel the win. I had to agree and i did not pay or receive the item. Do i still have to pay the snipper fees?

Thanks for posting your question here. Since you placed a snipe on this item through your Auction Sniper account and ended up being listed as the winning bidder on eBay, you should be charged a snipe fee with respect to the item - even though the seller asked to cancel the transaction.
You can verify whether you have been charged for this item by mousing over the “My Snipes” tab, selecting the “Balance” option, navigating to the “Transactions” tab on the ensuing page and then clicking the “View Unpaid Snipes” and/or “View All Charges” links.
However, given the circumstances, we may be willing to waive the snipe fee you have been charged on this particular item if you contact our Customer Support team about the situation directly by mousing over the “Help” tab and selecting the “Contact Support” option.
