What are the different conditions for each? I know they both mean the same thing - I didnt win the items. I am just wondering what determines which message I get?

I've never seen "Outsniped", but my guess is:
"Bid Too Low" just means that by the time your snipe was placed, the item's next allowable bid (remembering bid increments) was higher than your snipe amount. I've gotten this as my most common "I didn't win" message.

- AS placed the bid successfully, and you were the high bidder (for a few seconds).
- Another snipe was placed which beat your snipe's proxy.
- AS checked the auction after it was finished, and saw that you didn't win, but it knew that you had the high bid earlier.

I believe Grizzly has it covered. On the "bid too low," your snipe is never actually placed because the price is already higher than your snipe, whereas on outsniped it is placed and can be viewed in the bid history. 
So then multiple snipers were on my auction? There alot of bids in the last 30 seconds and the price more than doubled.

Yeah, I am sure the seller is quite pleased with the turnout. However, I am not - I lost.
But since they all wanted it so bad - they got to pay what it was worth. Those microfiches are probably about as rare as a three eyed cat.
