Doesn’t actually make much difference. Any recommendation will come from users with a personal choice, and not from some optimal amount of time as a result of testing various times. The minimum is 3. AS might adjust the lead time depending on ebay’s response time, so a 3 second snipe might turn into a 5+ second snipe.
