Sniper too slow? Or is it just me?

I've placed snipes on about 4 or five different items and lost them all because of being outbid at the last moment. Now, the sniper recommends 10secs before end of auction, but either there are some damn fast people out there or something is going wrong.

What is the optimum settings to ensure I get the item if I'm being outbid in the last two or three seconds? Also, should I refrain from actually being ON eBay whilst the sniper is in progress?
