Snipe status Lost due to "Out Sniped"

I received an email that says I did not win because I was "Out Sniped" (they had a higher max bid than I did). I have never seen this before; their snipe was placed 2 seconds before auction close. Is this a new message and does it mean it was another AS user? I lost as my max was not high enough, so "Out Sniped" isn't really true.
