The bid increment has NOTHING to do with any proxy bids or final bid. It only comes into play with PLACING a bid. Ebay will not accept ANY bid for an item that does not exceed the CURRENT winning bid (regardless of any proxy bid held in reserve).
Maybe an example will help?
The current opening bid for an item is $30. Bidder#1 places a bid for $50 and holds the winning bid of $30. You come along and place (manually or by snipe) a bid for $80. You then hold the winning bid of $51. Bidder#3 places (either manually or by snipe) a bid after you for $80.02. This bid only has to be 1 bid increment above the CURRENT WINNING BID (which is $51), NOT your proxy bid held in reserve. Bidder#3 wins the item for $80.02.
The one thing about losing to a bid less than a bid increment is that it is the ONLY time you know for sure exactly what the winning bidder's maximum bid actually was.
