Not that long ago, a seller could ONLY ship to confirmed address per PayPal policy. If they shipped to an unconfirmed address, there was zero protection. All the buyer had to do is say they didn't get the item and the seller was on the hook for the money.
Seems this has been revised. Not sure when they made the change, but your seller probably doesn't realize a change has been made. (I didn't either) The current rules are

In the process of making a payment, buyers are prompted to enter a shipping address. You can find this address on the Transaction Details page along with whether or not the transaction is eligible for protection under the Seller Protection Policy.
