If I have already placed a manuel bid that wins the auction, and then AS places another bid for me, but the price does not go up. - Why do I get charged? I thought in the past AS did not charge for this.

We charge for any win where we placed a snipe, reguardless of which bid won the auction. The service isn't meant to be used as a backup to manual bids. It costs us the same amount of server resources and such for either case, and we already only charge for winning bids.

I think that is fair. In the past, I used to get "High Bidder" Notifications that said "Your Snipe Could Not be Placed Because You Are the Highest Bidder."

I believe you still can see that message by clicking the "Confirmation" link next to your snipe after the auction is over.
We've modified the system and it wouldn't be prudent for us to send a message like that because of the way the new system works and is sending snipes from multiple servers in multiple locations. Your snipes are being placed by us multiple times for the same item. So we'd see that message at least once just because we're multiple bidding for you. So a new system detects wins at the end of an auction instead.
