Will auction sniper place my minimum bid if there are no bidders for this item?

AS will only place one bid, and that's the amount you give it. With no other bidders, ebay will turn the bid into the minimum amount.
AS will place the MAXIMUM bid you give it. If there are no other bidders, you should win for the opening amount or the reserve price. (if there is one) This is done by eBay, not AS.

It bids on eBay exactly like you would, bidding the full amount of the snipe that you set up.
eBay will then deal with your bid in the normal way, following its proxy bids rules (see above). If there is no reserve and no other bidders then you will get the item for the opening amount.
