Could someone explain why the 'CURRENTLY' price that appears at the bottom of a snipe ever show the correct current price, instead of the auction start price?

All you need to do is hit the update icon immediately above the snipe listing. This will imm ediately bring the auction listing to current status.
AS does not frequently update auctions whose endings are days away; they do so more frequently during the final 24 and 12 hour cycles. To constantly monitor and update all members' auction prices would require a tremendous allocation of resources (server bandwith, etc.), all quite unncessarily. This way a member who so wishes may see all snipes updated with a single click of the update icon.
