What's the downside of a very short seconds delay

I am a newbie. Sniper lets one set the time delay for a snipe -- apparently the number of seconds before the auction ends that it fires?

WHat's the significance of this? Does e-bay's time to receive a bid vary based on traffic or some such? Why not simply set the time delay very, very small? What am I missing?
