Updating account

Why can I not update my account details? I have had my free tries and I now wish to enter my credit card details.
I follow the instructions and keep finishing up where I started.

Click the tab that says "modify account". At the end of the page there will be a box that states "payment info". That's where you change the account status, atleast that's how I did it.
