Still frustrated...

Being a newbie to this and not extremely computer literate, I don't know what I'm doing wrong. Last night I joined SnipeIt. When I tried to drag the icon to put it on the toolbar, it wouldn't drag. Just showed a circle with a diagonal line thru it. This morning I downloaded it, thinking for sure that it work. Wrong!!! I have the icon on my desktop, but when I try to open it, that stupid little flashlight pops up. It can't find it either!!! Help, help, help, please
