That’s pretty much what I would suggest, but that doesn’t mean that’s what everyone should/will do. Nothing wrong with changing the snipe bid amount – we’re human after all.
Also, take a look at this FAQ:

And, there might be someone around that’s using another sniping service, or placing manual snipes, that may come in at the last few seconds, so no way to stop that, and can be difficult to respond.

If you’re winning most the auctions you're sniping, there’s a pretty good chance you’re paying too much. It’s a very rare item that doesn’t reappear on ebay at a later date, and very often, at a cheaper price.
