This is to answer Oli's question:

The Mature Section is at the very bottom on the Browse page, beneath the main category "Everything Else." My interest in the Mature Category stems from the fact that I sometimes sell in that category, my original nude paintings. I normally sell them in the Immature Category, but occasionally I like to see what happens when I get more hits by being "mature."

Having a spare 2 minutes and an inquisitive nature, I thought I'd try the Mature section. This is what happened:-

On the other hand, you could read "not to allow access to the Mature Audiences category outside the US" as meaning that there are Mature Audience categories outside the US, but US residents are too immature to access them.
