Sometimes eBay goes down and snipes don't go through. Just about everything eventually shows up again on eBay, so you'll probably get another chance.
Or ask him to relist. He probably knows the site was down.

It IS against the rules to buy or sell off eBay, but not to ask to relist. As long as the sale takes place on eBay and they get their cut from the seller, It's OK.
Just use 'Ask seller a question'. Tell him you found his auction searching completed items. Are you planing to relist?
If he offers to sell off eBay, well.... that's up to you. It's against eBay rules, but not against any law that will cost you a fine or jail time. ( I don't think )

There are three ways that I have been successful - 1)if the item is still active, and the seller has over priced it and I can give him a link to somewhere that validates that, he can go in and readjust the minimum bid, then I'll snipe it 2) if the item ends and is not sold, then I often ask if the seller wants to sell directly to me (I use myeBay to watch these items until they close - often the seller will, 3) if the item does not sell but the seller wishes to relist, I'll suggest a more reasonable opening bid - they don't always use it the first relisting, but on the second relisting they usually do.

One thing I can't remember seeing since ebay changed it's format last year -- the link that said "bidding is closed but this item has been relisted". Is that option gone or are my sellers just not using it?

Hi Shirley, I still have that option come up, but its not something sellers *chose* to use, the link I mean. Ebay automatically puts that in there when sellers use their "relist this item" tab on closed unsold auctions.
I cant see too many sellers not using that option as you dont have to pay the relisting fees IF your item sells the second time.
