Seller will only ship to USA

I found an item that I would really love to bid on but I am in the United Kingdom and the seller states that they only ship within the USA.
I have tried to contact the seller as I know some sellers are nervous in case there winner lives in Asia where Paypal does not cover protection.
Ebay blocks me trying to send them a question or placing a bid.
If I use the sniper will it place a bid for me?
