Seller ignoring my auction win.

Hi-I won an auction on 3-10,then placed an order on 3-13 which arrived, although late.Auction item still not here.All attempts to contact,e-mail,phone,fax & snail mail have failed.Got a generic e- mail from them 4-4,about office fire.They have about3000 positive feedbacks, so I don't think they're trying to cheat me for $15 item.Any advice? I'd contact Ebay Safe Harbor. Chances are the fire is for real and it's caused them some serious delays, but just to play it safe and protect yourself, I'd let Ebay Safe Harbor in on it.

Thanks Moosemaniac;I contacted e-bay & paypal,but paypal said nothing they could do since over 30 days.I paid with a debit card so maybe I can get a refund.I hate to leave a neg. feedback,'cause I see they have no more auctions right now;they probably did have some kind of problem.Thanks,Doug.
