I thought that only the bids you WIN were charged and not the "too low a bid" or the other person's proxy being higher didn't get charged. I would imagine that "reserve not met" would fall under the same category. You didn't win the auction and therefore aren't charged.
If you get charged incorrectly let us know and we'll take care of it. I'm not sure what happens but I believe we handle it correctly and you shouldn't be charged for reserve not met.
Judging by the fact that I dont see support cases about it I believe the programmers have handled that case.
When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
