I recently made a bid of £25 and was outbid by proxy at the same amount, the winning bid was bid at 19:12:13 my bid was placed at 19:12:19 which made my bid 6 seconds after the winning bid. How did I not win?

You were outsniped by someone with a higher bid. The highest bid wins, no matter when it was placed.
This is how Ebay works so you need to know the system - read up on proxy bidding on ebay help. And never bid a whole amount - you might just have won if you'd bid/sniped $25.01

When the winning amount is a tie, the winner is the bidder that bid FIRST.
Because your bid as 6 seconds AFTER the other bid, the auction went to that bid. If you had bid 7 seconds sooner, you would have won the auction.
This is standard E-Bay rules and has nothing to do with the fact you used auction sniper.
