Actually anyone can elect to make their feedback private. I've run across quite a few on eBay. And I REFUSE to do business with anyone who hides their feedback. I've passed on some very desirable items I've wanted to bid on, simply because the seller had private feedback. If someone feels they have to hide their feedback, than I don't want to do business with them.

Star_trkr is correct, anyone can make their feedback private. And I agree that I would not do business with them ...most of the time...the numbers are still available so if someone had only a few negatives compared to hundreds of positives, I'd consider it.
There are circumstances that would warrant a seller making their feedback temporarily private until offending feedback is removed by eBay (such as posting address or other personal information in a feedback)

In the olden days of eBay, private feedback was really private, it told you nothing, not even an overall score.
Now days it at least tells you the overall score.
I had a seller that claimed he had shipped my item UPS and yet could not provide a tracking number. As time went on and I tried all available methods to resolve the problem, (eBay, email, Square Trade, PayPal, phone calls) he switched his feedback to private so that he could continue to run auctions even though he was not shipping products.
It took eBay two months to kick him off, while he sold at least 50 more items @ $50 each. I would email bidders on his auctions and tell them the reason he was getting negatives and his feedback was private was because he was not sending any product. I was amazed at how many people left their bids and others that would bid on auctions with the seller having high negatives and private feedback.
Moral of the story is if there are negatives and they are private you should probably avoid the auction. Most eBayers are proud of their feedback and work to maintain it.
I did collect from eBay's insurance but it did not include shipping charges and had a $25.00 deductible.

I asked him why the private feedback? He said:-

So anyway, I told him he should report such behaviour to Ebay and pointed out that it put people off due to the number of negatives that he had. Watch this space...
