Other Snipers, add a note, and aol browers

Hello I'm not new to snipe but i'm new to the forum.
What i want to know is that can another sniper see what my snipe is?
Also what is add a note mean.
I can't put snipe it on my AOL browers.

Nope, and all snipes are placed, even if another sniper on this service has you beat, or you've beat them.

And "Some Comment" goes to who? Auction Sniper, the seller, eBay, or just who? Would an example be to indicate the "Local Pickup waives S&H" ??
