Odd "ship" amount? How to change the time?

Sorry these are newbie questions.

I just filled in the details for my first item and it has come up with a field which reads:

Ship: Qty:1
AU $
35.00

I have no idea where this $35 amount has come from. The postage is AU$10. Can someone help please.

Also I've got the time zone wrong, how can I change the time to Australian Standard Eastern Time?
