My guess is they are doing maintenance. This has been happening since at least 4:30 PST this morning.
If you are really desperate to cancel a snipe, as I was, the best way to do it (I've learned this from this forum) is to go to eBay and change your password. That way AS can't place your snipes until you correct the password in AS.
