Good Day-Suppose I sign up for this sniping tool.
A friend, who collects the same type of item, is also signed up. We both put in bids to be sniped at the last minute. Our high bids are equal, as well as other submitted information. Which bid would come out as the winner?

Assuming that the high bid is sufficient to win the auction, the winning bid would be the one that was received first by eBay. You would have no way of knowing which of your bids would be the first received, but one of them would be recognized by eBay's server a few nanoseconds ahead of the other.
