"people like you should be kicked off ebay for sniping bids..you will be turned in..."

Yes, it is legal with Ebay. Sounds as though someone is very jealous. 
I, in fact, as a seller on Ebay, love snipers on my auctions.

In answer to your question, it is perfectly legal AND ethical to snipe auctions.
Besides, at what point does one consider a bid to be a "snipe"?

Yes, but as you said..who could ever say it was a snipe and not "fast finger"? Well, at any rate there is nothing illegal about it and Ebay does accept it.
