Is the 5 second lead time permanent?

I am very happy they let us do our own thing again. I rarely miss a bid at a short time and I know I am taking a gamble at a short time. But, again, being out here in the desert not too far from Lost Wages, I enjoy the gamble. I wain some and lose some, but I enjoy the game.
