If used auction sniper and I set my highest bid at $20 and there is already a bid placed at $15, but thier highest bid was set at $22 will I lose the auction?

Would it make a differnce if they used auction sniper or not?

The highest bid always wins and in case of a tie bid, the earliest. When sniping, always place your max you are willing to pay.
