You're probably using something other than Internet Explorer. I know this site does NOT fully support Firefox and when I viewed the same pages with the same issues as you relate and then switched to IE Tab, which mimics IE within FF, all was well and the missing options could be seen. All too common an occurrence, BTW.

ahh right you are was using Chrome, opened it in an Incognito window and the button appeared (Chrome has some weird long lasting caching bugs that are probably to blame)
Ironically even in Chrome, though it showed the button, submitted a card did nothing, IE worked fine though
