How fast can ebay place a proxy bid?

What I mean is, If a buyer has a max bid in of $20 on a $12 item and my snipe goes in at 3 seconds until close, can ebay's proxy system still put in a higher bid after that? If so, would changing my bid to a 1 or 2 second delay help or does ebay always get the last word (bid)?

To the best of my knowledge, eBay's proxy bidding system always wins out. So even if you place a snipe with just a second remaining, eBay will still have plenty of time to proxy bid for another user. Because of this, we suggest that you keep your lead times between 5 and 7 seconds.

The good thing about this is that many users don't rely on eBay to proxy bid for them because it drives up prices too quickly.
