How are these 'free snipes' being counted?

Seems like every time I look, the number of free snipes I have left diminishes, even if I haven't won any auctions in the meantime. Their not being subtracted for failed bids are they? That wouldn't have cost me in the first place, so how can it be a deal to get it 'free'?

They should only be deducted for auctions you win. Losses are free.
