How accurate to Ebay time?

How close (on an average) is AS servers time to the official ebay time? is it in split seconds or mostly around a second or two? Also, is there a good utility to accurately sync your computer clock to ebay's time?

* a note on manual sniping...
I sniped on a friend's computer (dial up at around 50K speed) but I think his cache was waaayy to loaded up. The refresh was killing me. If you keep your disk optimized and temp file relatively empty, with a decent connection you should have a much better chance for a last second snipe. However, do these programs that offer advanced caching (5x speed on dial-up) offer an advantage to a refresh? I know it's not bandwidth related, just an advanced caching system, but it could turn up an extra ace in your favor when you're "on the wire".
