If someone leaves me bad feedback, as an example, I can go to my feedback page and click respond to comment and respond to the negative feedback. The same works for the buyer.
If you've left a buyer or seller negative feedback and they post a follow-up to your comments, you can also post your own follow-up to that. Click on the "site map" link on the top of any ebay page. Scroll down to "Feedback Forum" and click on "Review and follow up on feedback you have left about others." It'll bring you to a list of all the feedback you've left and give you a "follow up" link next to each auction if you want to leave additional comments. It's nice if you've left negative or neutral feedback but have worked it out with the buyer/seller and you want to include something positive after the fact. Make sense?

You might want to check that out. You can leave a follow-up any time you want after you've left the initial feedback. When a seller has done something special, you can leave them a follow-up at the same time you leave your positive. It's not just intended for negs.
When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
