During sign up, does it matter about selecting the time zone ?

It has no impact on sniping. The sniping clocks at AS are synchronized with eBay's. The time zone is used to tell you when the auction is ending in your time zone - just a convenience.

P.S. What time is the auction ending? That may have an impact on the lead time you should use.

It ends at around 10:00 PM EST....7 PST. SHould I do a lead time greater than 12? I did 12

It looks like you’ve done your homework and have seen that AS recommends 7 to 12 seconds for Sunday evenings. With the heavier usage on ebay, the safer bet is to use 12, especially since this auction appears to be important to you. Good sniping.
