If I have two accounts with seperate snipe companies would they bid against each other ever if my ebay name and password are the same?

The short answer is "yes" and which bid takes precedence (got there first) is decided by eBay. Don't look at it as two snipe softwares bidding against each other. Look at it as if you were submitting two bids on the same item, using the same username and password. If you're the high bidder then you'll wind up paying exactly the same amount you would have anyway, which is the minimum amount needed to wind up on top of the bidding. If you're not the high bidder, then it doesn't matter.
