Do I need to have money in my account prior to wining auction?

Sorry I am newb here with a quick question.

Do I need to have money already in my account prior to wining anything?

Also if an auction is set to end today and I just made my account will this service still work? Or did I need to make my account at least a day ago for the servers to update my info into the system?
