Let's say I'm going to snipe an item that is listed in Canadian Dollars with the US Dollar amount shown below in the Ebay listing. Do I use Canadian Dollars for my snipe or US Dollars?

Bid in the currency of the auction. In this case, Canadian dollars.

The duck is right, the bid will always be placed in the monetary unit the seller has listed the auction in, which is Canadian Dollars in this case.

If it's in another currency you'll need to be sure that you can pay using that currency. If you have a Paypal account and they take Paypal you should be OK.
