Steve is correct in his quote, but Sara's response was for this question:
"Can i get a refund on my snipe charges for a auction from a fruadulent ebayer?"

Your seller wasn't fraudulent, so I'd wait until AS support responded to your question, because this is yet another first. Don't leave a neg until you hear from AS.

I committed to leave neutral feedback in order to get the refund. Looking back, that probably doesn't do justice to other e-bayers.

It was 20 days before he actually sent me the service tag and said he was ready to ship... (over a week after he said his shipping department was shipping the product that day.) He offered to ship. I started communicating with the seller via SquareTrade and requested a refund. I lost my confidence that I was going to be happy with the product and that I would have recourse if I wasn't. I told the seller that I wouldn't leave negative feedback if the refund was processed promptly. I had the refund within 2 days. The experience over all was pretty negative, though.

Looks like this behavior is common for this seller (see e-mail below). Here's what I did in order to receive the refund.

I think there is a 20 day limit for sellers to ship an item.
After 30 days you may file a fraud claim with e-bay if you
haven't received.

I sent him 2+ e-mails per week through squaretrade with
"refund" as one of the methods of resolution. I counted
Down the days until I could file a fraud case and told
Him that there was still a way to get out without negative
feedback.

He offered to ship the system immediately or to give a
refund (he had already promised (a week prior) to ship the
system the same day... This time, he gave the service tag
so I actually had a reason to believe him. I
can't prove it, but I really don't believe he had the
notebook until that day. I still asked
for a refund.
