Bid increments

I am new to this and the question may be naive but I've noticed when an auction is down to the final few seconds the bidders are increasing their bids by the same increment Is it possible to bid using a larger increment for the final bid?
Does this even matter or is it simply a question of whoever bids last? If this is the case if 5 seconds the best time factor for the last bid?
