Hello,

eBay servers were not accepting bids this afternoon for about 15 minutes. The times are approximate, but it did effect bids being placed (not just snipes).

From eBay:
We are aware that from 5:12PM PT to 5:27PM PT members may have been unable to bid on items, or directly access the Buy hub or Community Hub. All issues have now been resolved and we appreciate your patience.
