I checked out both of the links you sent me, and neither of them explain what happened. I have bought from this seller previously in the last year, so seller requirements should have already been established.
The second link about linking my eBay and PayPal accounts also should not be a problem. I have bought hundreds of items since April 2008, mostly through Auction Sniper and have never had this problem. There has to be another reason and I'm thinking it is something to do with Auction Sniper.

As AS bids as if it was you then the only thing that's different is the country where the bid originates - USA. If you're in the USA then it must be something else. Low or zero feedback maybe?

Did AS resolve your problem? Had the same thing happen to me on 1/25/10

As it turns out, I was on the sellers blocked bidder list after all. I tried bidding on one of his auctions manually and that's when I found out I was blocked. He said he didn't know how I got there, I had to give him instructions on how to navigate to the list so he could remove it. Check with the seller to see if you are blocked.

Did it only happen with this seller or were there others. I had it happen with 2 sellers - same problem - they didn't know how I got on there blocked list. Very strange stuff. I've got a couple of snipes pending, I think I'll e-mail those sellers and ask them if they have me on the blocked list.

What "View Confirmation" button. I don't see one, or anything like it.

Next to each snipe there’s a confirmation button. It supplies the response from ebay when the snipe was placed. If the snipe doesn’t appear on My Snipes, try clicking “Lost” or “Ended” besides “Choose Snipes:”.

I only see a Confirmation on the ended items, won or lost pages. A lot of good that does. I want to confirm I'm good to go BEFORE the auction ends.

It will at least (hopefully) give you specifics as to why the snipe wasn’t placed, which might narrow down what caused the snipe to be blocked. A “BEFORE” would be nice, but currently the only way to find out if you’re blocked is to place a bid, as you did. Perhaps that’s an option ebay should provide.
