Another PayPal question

Help!
I have a confirmed address with PayPal. It shows as confirmed in my paypal accounts page. Also shows as confirmed in my eBay address page. But when I go to pay, it says "unconfirmed".

I have written to Paypal, but (surprise!) no response at all.

Am I doing something wrong here or are they?

8am-10pm Sat
10am-8pm Sun
Central time

I have contacted them numerous times, they are very helpful.
