For example, if the current bid on an item is $60, and my max. bid is $150 , will I only pay one increment above $60? ($61)? and will my chances of winning be greater if my max. bid is really high?

AS places only one snipe/bid, which is your max amount. Ebay sorts out the rest.

You would end up paying "all that money" that it takes to win, unless you weren't the highest bid.
