We do see the "Could Not Find" item returned sometimes when customers are trying to add snipes on items in the "Mature Audiences" category due to the inconsistent behavior we see from eBay's adult verification process, but I'm not aware of any technical issues that would prevent you from adding snipes on items that are not in the Mature Audiences categories.
