Did my Second Shot fail on the auction for EB item 263277498184?
The first AS got submitted.
I set SS at 4 bid increments.
My max bid in AS was $840.63.
Does SS stop below the max bid I set? Or does it exceed the max bid I set?
Why did AS submit the $840.63 bid immediately after my initial AS bid of $823.48?

Thank you for providing the details of the snipe you refer to! I've taken a look at the snipe record for item 263277498184 and the bid history and I see that your snipe was accepted by eBay but after it had been accepted another bid came in and outbid you.

Please note that Second Shot does not monitor eBay after your bid has been accepted - it only occurs, as noted in the Second Shot Help window, "if eBay responds to the first snipe attempt with a proxy outbid or bid too low status, Second Shot will place a second snipe to give you another chance of winning the item." As your bid was accepted at the time of placement, it was not Bid Too Low and there were no proxy bids that were higher than your Max Bid.
