The Non Paying Bidder Report email isn't so much a warning but more of a notice telling the buyer that ebay has been contacted and to please get in touch with the seller ASAP. I've had to send these out more than once and they're very polite and it usually does generate a response from the buyer.

IMO, a three day turnaround for payment is too short. Emergencies can come up, people have computer problems, there's a virus running rampant this week. However, if it was stated in the auction then the buyer knew it upfront and should conform to the seller's terms and try to at least make contact. I would wait 7 days and if there's been no contact by the buyer by then start the NPB process. Since she has "squeaky clean feedback" I would give her the benefit of the doubt and wait awhile before leaving a neg.
