Unless they have made a change since I used it last, Filing a Non Paying Bidder Report generates an email from eBay to the buyer and seller with a warning. Then you must give them a few more days after that.

Once a Neg is given, it can not be taken back... even if it's a mistake. You have plenty of time, so don't rush. You have 90 days or more. After you get your credit for listing fees, and item has been relisted and sold, THEN revisit the issue and leave the feedback deserved.
