I worked for Australia Post for 23 years so I know how that side of it operates and have complete faith in them. If this thing reached Aus. with my correct address, I have no doubt whatsoever it would have been delivered.

Something strikes me as odd however - I allowed two months for surface delivery, yet it's been received back by the sender in that time, which implies one month each way and also suggests it never reached Aus. Doesn't add up.

My inclination is to go with the majority and request full refund. I'd rather just forget it and buy one elsewhere.
