I would agree that he should refund your money in full or ship your item. The inconvience of the wait I would probably accept, if insurance wasn't on it because it could have easily not been found at all and you would be out completely.

I wouldn't ask him to scan it if I were you, you risk making him mad and getting nothing.

You could always report him to ebay stating he wouldn't go through with the deal as promised.

I think electronic money transfers have a 90 day safe period for rebutal, if so you could contact paypal directly and tell them to remit payment (it might be only 30/60 days I don't remember now I have done it but it was a long time ago).
