He should definately refund you the full amount and I would ask for the reason the post office returned it to him.

Sounds a little like he doesnt want to part with the item at the price you snavelled it for.

The Postal system WILL take your parcel and return it if he hasnt addressed it properly, even if he put the wrong house number on it, they just turn it around. I have had sellers write so badly that the postal system has returned parcels.
